Global Pledges fund falls short of expectations

Ann Danaiya Usher reports that donors restored their confidence in the Global Fund this month with substantial funding promises, but economic woes prevent some from increasing their contributions..

While the Global Fund works to secure additional pledges, unresolved cases of misused funds continue to hang over the agency. The Office of the Inspector General has identified $118 million in funds not spent in line with the terms of grant agreements. By 2012, $22 million of this money had been refunded, and over the past year the Global Fund has obtained written commitments to repay $10 million and written off another $13 million. But $70 million remains to be reimbursed. In a report to the Global Fund board last month, the Inspector General called on the secretariat to “urgently resolve all long-outstanding…cases” by the end of this year.
