While the Global Fund works to secure additional pledges, unresolved cases of misused funds continue to hang over the agency. The Office of the Inspector General has identified $118 million in funds not spent in line with the terms of grant agreements. By 2012, $22 million of this money had been refunded, and over the past year the Global Fund has obtained written commitments to repay $10 million and written off another $13 million. But $70 million remains to be reimbursed. In a report to the Global Fund board last month, the Inspector General called on the secretariat to “urgently resolve all long-outstanding…cases” by the end of this year.
